The Oregon International Port of Coos Bay ("Port"), in collaboration with the Pacific Coast Intermodal Port Project ("PCIP") and Oregon EcoTerminals LLC, is issuing this Request for Proposals ("RFP") to obtain proposals from qualified consultant(s) for preliminary engineering, design and related services for the Reedsport Grade Separation Project.  
  
The Port has received Railroad Crossing Elimination (RCE) grant funding for this project, which aims to complete project development activities (preliminary engineering, NEPA, permitting) for a new overcrossing at the intersection of Highway 38 (OR 38, Umpqua Highway) and the Coos Bay Rail Line (CBRL), and safety upgrades at an adjacent crossing on Winchester Avenue, in Reedsport, Oregon.
  
The proposed scope of this planning project includes the following: Preliminary Engineering (30%)  including Bridge Type Size & Location and Engineer’s Estimate; 30% Civil Plans including new and modified pavement/roadways, drainage, traffic, and utilities; and Advanced Design (90%) including Final Foundation Design & Reports.
