Request for Proposals - NEPA Lead Services
The Oregon International Port of Coos Bay ("Port"), in collaboration with the Pacific Coast Intermodal Port Project ("PCIP") and Oregon EcoTerminals LLC, is issuing this Request for Proposals ("RFP") to obtain proposals from qualified consultant(s) for NEPA Lead Services.
It is anticipated that the PCIP Project will undergo review under the National Environmental Policy Act (NEPA) with the U.S. Army Corps of Engineers (USACE), Portland District, serving as the lead federal agency. Cooperating agencies include the Federal Railroad Administration (FRA) and the Maritime Administration (MARAD). The project is being advanced in coordination with federally funded planning and design efforts. The consultant will be expected to coordinate the project components, currently at varying stages of design and development, while maintaining consistency with NEPA requirements and regulatory agency expectations.
