The Oregon International Port of Coos Bay ("Port"), in collaboration with the Pacific Coast Intermodal Port Project ("PCIP") and Oregon EcoTerminals LLC, is issuing this Request for Proposals ("RFP") to obtain proposals from qualified consultant(s) for terminal planning services. 
  
The PCIP Project is a public-private partnership that includes the development of an intermodal electrified terminal by NorthPoint Development, LLC (“NorthPoint”) on land owned by the Port.  The PCIP will create a new freight route between the Asia Pacific and the Heartland of the United States.  The centerpiece of the PCIP project is a planned state-of-the-art intermodal terminal with two berths for 13,000-TEU Neopanamax vessels.  The PCIP Project represents a transformative modal shift, relieving congestion from the national highway freight network by expanding capacity for ship-to-rail intermodal freight movement to enhance U.S. supply chain resilience.
