The Oregon International Port of Coos Bay ("Port"), in collaboration with the Pacific Coast Intermodal Port Project ("PCIP") and Oregon EcoTerminals LLC, is issuing this Request for Proposals ("RFP") to obtain proposals from qualified consultant(s) for the Coos Bay Rail Line ("CBRL") Upgrades Planning Project, for preliminary engineering, design, and related services. 
  
The PCIP project is a three-component public-private partnership project which includes upgrades to the CBRL (owned by the Port). The PCIP endeavors to establish a new freight route between the Asia Pacific and the Heartland of the United States and to offer the U.S. a new port of entry, served exclusively by rail.  The CBRL Upgrades Planning Project entails Preliminary Engineering (PE) and Design work which will provide a clear and reliable project plan for a capital project which includes comprehensive upgrades and infrastructure rehabilitation to enhance safety, speed, and capacity along the CBRL.
