Planning for the Future: Updating the Port’s Strategic Business Plan

The Port of Coos Bay is launching an update to its Strategic Business Plan (SBP), last revised in 2015. This plan serves as a critical roadmap, guiding our decision-making, investments, and partnerships over the coming years. As we look to the future, this update will help ensure that the Port remains aligned with evolving community needs, economic trends, and environmental priorities—while continuing to drive economic opportunity for the region.

What is a Strategic Business Plan?

A Strategic Business Plan is a comprehensive document that outlines the Port’s mission, goals, assets, financial outlook, and market position. It considers everything from our infrastructure and operations to our relationships with state and federal partners. The plan is used to evaluate the Port’s current strengths, identify future opportunities, and plan for long-term investments in facilities, property, and workforce development.

It also assesses broader regional and national economic trends to better understand how the Port can support local industries, create jobs, and enhance the quality of life for residents in the Port District and beyond.

Why Update the Plan Now?

Much has changed since the last Strategic Business Plan was adopted. Our economy has shifted. Our infrastructure has grown. And our region continues to face both challenges and opportunities that demand thoughtful, inclusive planning. An updated plan ensures that our strategic direction reflects today’s realities and tomorrow’s potential—especially as we move forward with transformative projects like the Pacific Coast Intermodal Port.

The update will also help the Port prioritize capital investments, improve operational efficiency, and guide land use and environmental stewardship. Just as importantly, it will serve as a tool to enhance transparency and accountability, clearly communicating the Port’s priorities to the public, partners, and policymakers.

A Community-Driven Approach

Community voices will play a key role in shaping the updated Strategic Business Plan. Through public outreach, stakeholder engagement, and collaboration with local, regional, and state agencies, the Port is committed to gathering input from across the district. This includes listening to residents, businesses, Tribes, local governments, advocacy groups, and others who care about the future of the South Coast.

Workshops with the Port Commission, community town halls, surveys and interviews will ensure the plan reflects both internal insights and external perspectives.

The updated Strategic Business Plan will address:

  • An inventory of Port properties and facilities
  • Financial and operational performance
  • Environmental values and obligations

  • Property-specific objectives (marine, industrial, commercial, recreational)
  • A five-year capital plan and associated management, financial, and marketing strategies
