Heavy Industrial Development Property
The “Mill” Site
(former paper products manufacturing facility)

This industrial development parcel – The “Mill” Site – is located north of the urbanized area of the Cities of North Bend and Coos Bay, within the North Bay Marine Industrial Park on the North Spit of lower Coos Bay.  The property is located west of U.S. Highway 101.  The site was formerly a manufacturing plant involved in cardboard production.  This is a “brownfield” site and all major structures have been removed; however transportation and utility infrastructure remains in place. 

Acreage and Terrain:  Total site size is approximately 147+/- acres, and the developable area is estimated to be 120 to 130 acres.  The terrain is generally level with a berm ridge along a portion of the north property line.  There is a rail easement crossing the property along the north section of the site. 

Location:  The property is located approximately one mile west of U.S. Highway 101 on TransPacific Parkway, an all-weather roadway which serves as the northern boundary of the site.  The property is bounded on the east by the Coos Bay main line of the Central Oregon & Pacific Railroad and on the west by Jordan Cove Road, which accesses the Roseburg Forest Products’ marine terminal and industrial site.  The southern property boundary is the Coos Bay estuary. 

Zoning:  The majority of the property is zoned Industrial (Non-Water-Dependent), while a small portion is zoned for Marine Industrial (Water-Dependent) use. 

Transportation Access:  TransPacific Parkway provides access to the state and federal highway system via U.S. Highway 101, the major north/south highway corridor on the Oregon coast.  State highways 38 (to the north) and 42 (to the south) connect U.S. 101 to Interstate 5,  It is approximately 90 road miles to I-5 by either route, and driving time is approximately one and a half to two hours.  There are multiple road access points to the property. 

The site has rail sidings in addition to the rail easement.  Additional rail infrastructure can be developed to meet specific needs.  Freight rail service is provided by the Central Oregon & Pacific (CORP) Railroad, which interchanges with the Union Pacific Railroad and several shortline carriers at Eugene, Oregon.  However, the CORP embargoed the Coos Bay line on September 21, 2007.  The Port and a coalition of regional rail shippers, working with state and federal officials, are pursuing the reopening of the rail line. 

The property has water frontage on Coos Bay, but there is no existing marine infrastructure. 

Southwest Oregon Regional Airport, a commercial service passenger and freight airport, is 15 to 20 minutes from the development property.

Utilities:  Water, electric, landline and cell telephone service and natural gas are available from local utility suppliers. 

•     Both treated and untreated water is available to the site.  The Coos Bay/North Bend Water Board recently installed a 24-inch treated water main along TransPacific Parkway.  Treated water is available from two recently expanded reservoirs.  Up to 2.5 million gallons per day of untreated process water is currently available for the North Spit industrial area; sourced from a well field. 

•     An electrical substation on the property can provide up to 40 Mw of power.

 •     Natural gas is available on the North Spit; however the gas line currently terminates approximately four miles from this specific property. 

 •     Past practice for sewer service has been to develop engineered on-site gravel filter septic systems.  Municipal sewer service may be available within five years. 

 •     Industrial waste water disposal can utilize an existing ocean outfall if the waste stream can be permitted under the National Environmental Policy Act (NEPA). 

Local and Tax Incentives:  The North Bay Marine Industrial Park is located within the Bay Area Enterprise Zone and the Coos County – North Bay – Urban Renewal District.  Portions of the industrial park are also within the Port administered Coos County Foreign-Trade Zone (FTZ) #132, and the FTZ can be modified to include specific sites within the industrial park.
