Chief Executive Officer
David Koch
David Koch
began serving as Chief Executive Officer in June 2012. He has helped
guide management and operations since October 2010, when he joined
the organization as chief operating officer.
David implements
policy decisions of the Port’s Board of
Commissioners, and works to achieve the Board's short-term and
long-term goals. He also directs activities in the Port’s various
business units, including the North Bay Marine Industrial Park, the
Charleston Marina, RV Park and Shipyard and property holdings in
upper Coos Bay. He leads a management team of three and a staff of
24. As a municipal corporation, the Port of Coos Bay serves as a
regional economic development entity and as an advocate for
transportation infrastructure improvements throughout southwest
Oregon. Port staff works in partnership with the local marine
industry to promote maritime commerce in the harbor.
Prior to joining the Port, David served as one of the Port’s
contract attorneys with Stebbins & Coffey, Attorneys at Law, in
North Bend. During that time, David advised several cities and
special districts regarding a variety of legal matters, as well as
advising individuals and business regarding real property, land use
and regulatory compliance matters. David has also served as
in-house legal counsel to Coos County, where he advised the Board of
Commissioners and County departments on civil and regulatory
matters. David
began his legal career
as an attorney-advisor with the U.S. Department of Transportation in
Washington, D.C., where he handled, among other things,
environmental and regulatory enforcement matters.
David is a graduate of the University of Oregon, School of Law, and
he also holds a master’s degree in environmental studies from the
University of Oregon, and a bachelor’s degree in geography from
Southern Oregon University. David served on the Oregon
University System's Board of Higher Education following his
appointment by Gov. John Kitzhaber and confirmation by the Oregon
Senate in 1998. In addition, he served as an intern from 1999-2000
in Gov. Kitzhaber's Natural Resources Office.
David and his wife Robin and two children live in Bandon, where they
are active in the community. David has served as the President
of the Southern Coos Health Foundation since its creation in 2007,
and also is a Board Member for the Bandon Chamber of
Commerce. David previously served on Bandon's Planning Commission
and as a member of the Tree Sub-Committee for the Bandon Parks and
Recreation Commission.
